Summary of the House Committee Version of the Bill

HCS SB 795 -- BOILER AND PRESSURE VESSELS SAFETY FUND AND
EMERGENCY COMMUNICATIONS SYSTEM FUND

SPONSOR:  Schneider (Treadway)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Professional Registration and Licensing by a vote of 12 to 0.

This substitute allows the Boiler and Pressure Vessel Board to
set fees for inspections, permits, and licenses.  The fees
collected by the board will be placed in the Boiler and Pressure
Vessels Safety Fund which is created by the substitute.  Money
deposited in this fund will be appropriated for the purposes of
paying the expenses of the board.  Political subdivisions
performing inspections, permitting, and licensing of boilers and
pressure vessels will be paid directly and will not be preempted
by the provisions regarding boiler safety.

The substitute further creates new definitions regarding
emergency communications.  Counties may establish emergency
communications commissions.  Upon voter approval, counties may
levy additional property or sales tax in order to operate the
communications system.  All funds collected will be placed in a
special county fund, known as the Emergency Communications System
Fund, to be used to upgrade and maintain the communications
system.

FISCAL NOTE:  Estimated Net Loss to General Revenue Fund of
$304,246 in FY 2003, $86,590 in FY 2004, and $79,371 in FY 2005.

2005.

PROPONENTS:  Supporters say that the inability of emergency
personnel from different districts to communicate with each other
is a major problem.  The bill will provide a means for counties
to upgrade their communication systems, thereby allowing police,
fire, and emergency persons from different counties and districts
to communicate with each other.

Testifying for the bill were Representative Treadway; St. Louis
County Police and Fire Chiefs Association; St. Louis County
Municipal League; and St. Louis County.

OPPONENTS:  There was no opposition voiced to the committee.
